Of course you can transfer the file to PC with Kermit, but the question is
how you can use it afterwards. The PC file system does not have indexed
files, and so you need some application-specific utility to convert the data
(record format and possibly other material, like internal integer and/or
floating point format) to a format that can be used, or imported, by the
PC database software.
Your best bet is to repost your question to comp.os.vms, and list the
specific database applications involved.
